Areas of Practice

Mr. Sigman concentrates his practice in the areas of municipal, administrative, employment, and arboriculture law.  His experience includes advising several quasi-judicial local government commissions; litigating appeals before the Circuit Courts for Montgomery and Prince George’s County, Maryland, and the Court of Appeals and Court of Special Appeals of Maryland; representing property owners in tree related disputes with neighbors, contractors, and utilities; preparing Qualified Domestic Relations Orders (QDROs) and Court Orders Acceptable for Processing (COAPs) dividing the retirement benefits of  private, federal, and military employees upon divorce; advising employers regarding compliance with federal, state, and local law; and representing public and private employees regarding workplace discrimination, disciplinary actions, Law Enforcement Officers’ Bill of Rights (LEOBR) proceedings, and the negotiation of severance agreements.

Mr. Sigman serves as the Executive Director of the City of Takoma Park Commission on Landlord-Tenant Affairs and the City of Takoma Park Tree Commission, and as Ethics Counsel for the City of College Park.

Professional Background

Prior to joining SPS&T in 2000, Mr. Sigman served as a law clerk for The Honorable Richard J. Clark of the Circuit Court for Charles County, Maryland, and then for The Honorable Peter B. Krauser of the Court of Special Appeals of Maryland.
